Abstract

Open list proportional representation is an election system used in 2012 
Hong Kong Legislative Council Geographical Constituencies election. In this 
report, we assume that there are n parties in the election and the number 
of votes a list would receive is equal to the summation of the numbers of 
votes all candidates in the list would receive. Given these assumptions, 
this report formulates open list proportional representation election into 
a cooperative game in normal form and discusses different concepts of 
stability that each party might attempt to achieve. Existence and 
uniqueness of these stable states seem too hard to prove; instead, a 
program has been coded to verify hypotheses in a small subspace of the 
entire problem space.
